Cloning without commiting

I tried cloning a repository while it required resolving some merge conflicts. I then initialized the new repository. The files of the original repository were not present in the new repository. When I did the same (cloning to a different directory) after resolving the merge conflicts and committing the changes, the files were present. Is this expected behaviour?
