Cmder didn't install correctly, Treehouse VM download page produces error

Hi, I'm trying to install the Treehouse Virtual Machine on my Windows computer as a part of the Ruby on Rails track and everything went well until the last two steps. I downloaded Cmder (full version) directly from the website and got an error message saying a .dll file is missing, but since there was no opportunity to alter settings during installation, how could this be? I also clicked on the link for the Treehouse VM (localhost:3000) but got an error page saying "this webpage is not available." I'm on Chrome. Any thoughts?
