Design Photoshop Foundations Vector Shapes Using Vector Shapes

Combine shapes doesn't work.

When I select 'combine shapes' nothing happens. The two overlapping shapes just sit there doing nothing. I'm using Photoshop CC 2014. Any ideas anybody? Thanks.

Did you make you first shape and then before making your second shape go and select 'combine shapes' and then make you second shape that you want to be added in?
