Command line and Sublime text editor

Hello all. This is a really basic question. I am using PC and want to be able to run ruby code through the command line using Sublime text editor.. I've been following the ruby deep dive and the commands that he is using is not working on my PC. I can create a new file with notepad and load that file easy but I want to be able to do the same with Sublime. Thanks
