Is there I'm missing out here from my code.

The instructions are not clear about how to solve, but considering that this is basic level of conditionals in PHP you can solve it with two conditionals for each students.

if($studentOneGPA == 4.0){
  echo $studentOneName." made the Honor Roll";
} else{
  echo $studentOneName." has a GPA of ".$studentOneGPA;
}
if($studentTwoGPA == 4.0){
  echo $studentTwoName." made the Honor Roll";
}else {
  echo $studentTwoName." has a GPA of ".$studentTwoGPA;
}
