Configure the Viewport - Project 2 - Responsive Layout

I want to ensure that I am configuring the viewport properly. All the examples I find just say to add this bit of HTML: <meta name=viewport content="width=device-width, initial-scale=1">

Is that correct?

In this particular project, do I need to also add this meta: <meta charset= "utf=8">
