Could someone explain what this requirement means?

"Knowledge and experience with responsive PSD to HTML-MUST"

It sounds like a company that requires someone who knows how to put a mockup together of an interface in Adobe Photoshop; create a PSD file and then replicate that using HTML and CSS. It's not done so much these days though
