Console not loading. Stuck on "We are setting up your computer".

I've searched for this topic, but nobody seems to be able to give an answer as to what's going on. I keep trying to open the console while working on "Console Foundations", but it just gets stuck on "We are setting up your computer". I'm getting sick of seeing the cute little loading comments now. I've tried opening it a tonne of times and it's not worked. I've even left it for times ranging from 30 minutes to 4 hours without any success.

I've disabled my extensions, restarted my browser and my computer multiple times, I've cleared my cookies, history, cache etc. (Both in Chrome and by using CCleaner). I can't get the stupid thing to load at all. It just keeps telling me that it's setting up my computer.

Specs: Windows 7 Professional 64bit CPU: Core i7 4790k RAM: 16GB GPU: 2x GTX 760 256GB SSD etc.

My internet isn't amazing (I live in South Africa), but I would still expect it to run after waiting for 4 hours on a 4 megabit connection.

Is it really that big that I would have to wait over 4 hours for it to load? That seems kinda insane. Is there something I'm missing?

Any help would be greatly appreciated. I'm getting very frustrated here.

EDIT: I left it running all last night and it still didn't load. Now I've started it again and I'm keeping an eye on the console, it's doing XHR GET calls like this:

etc.

It's done a tonne of them. I'm keeping the logs. It's only doing one every 30 seconds, sometimes more. Is it because I only have a 4 megabit connection? That seems kinda insane. It's only returning strings, surely?
