Could not find a valid gem 'rails' (>= 0), here is why: --WHY!!

Hello! I've fallen and cannot get up!

I've been working with a few tutorials and have been trying to re install rails 4 but keep getting this error. I've looked through stack exchange and other resources but am completely stuck. Can some help me out?

This is the error I continue to get.

ERROR: Could not find a valid gem 'rails' (>= 0), here is why: Unable to download data from https://rubygems.org/ - SSL_connect returned=1 errno=0 state=SSLv3 read server certificate B: certificate verify failed (https://s3.amazonaws.com/production.s3.rubygems.org/latest_specs.4.8.gz)
