you almost got it right but your code has a few flaws: Firstly you didn't close your button element properly because you used two opening tags instead of an opening and a closing tag. The other thing you should fix is that you have to close both your form and your textarea element.
It should look like this then:
<form action="index.html" method="post">
<input type="text" id="name" name="user_name">
<textarea id="comment" name="user_comment"></textarea>
<button>Submit Comment</button>
</form>
