It seems redundant to have the <html></html> when you have already told the browser to read the document in html when you open with <!DOCTYPE html> but the way I explained it to someone else is first you tell the browser to interpret the document in html and the tags are saying - ok, everything between here is where you'll find that html I promised you.

To expand on Lera's answer there's the DTD (Document Type Definition) which tells the browser what kind of document the page is. 

<!DOCTYPE html>

And the root element which also contains a HTML element

<html></html>

This the root element of any HTML document with no preceding parent elements! :-)
