Creating a SQLite database with a .txt file.

I have a txtr file which I got from https://www.ars.usda.gov/Services/docs.htm?docid=23634

This is what the code looks like. Its a delimited string/file. How would I write my own parser for the data? I am really only looking for the ablility to search for the name, for example, from the snippet below, "CAMPBELL'S BRN SUGAR&BACON FLAV BKD BNS." Using Java language, would anyone be able to guide me through making a SQLite database?
