Credit Card will not process or update when using a new Credit Card.

I just tried to update my account with two cards that I know have a balance and received the error listed below on both. Is this a system issue? JEFFREY, we weren't able to process your payment! I checked both cards and able to use with other merchant.Also I had tied to downgrade and did not receive a notification of the new rates.
