DOSE I HAVE TO LEARN EVERY PROGRAM FROM TOP TO BOTTOM OR JUST BASICS IF BASICS THEN PLEASE LIST THOSE TAGS THANKS

depends on what you want to know. of course its better know everything because when you get to some problems you can solve them.

That's kinda an impossible question to answer. Learn as much as you need to, to build what you need to. You'll never stop learning, because it's always changing. jQuery changes (slightly from version to version), CSS3 and it's syntax changes (prefixed or not, flexbox) and JavaScript is just a monster, but it's very powerful.
