CSS, JS or SQL?

If you are display text on a website and need it to be shortened with an ellipsis, performance wise, is it better to do that with CSS ( text-overflow ), JS ( substr ) or SQL ( SUBSTR() )?

CSS would be my first choice. That will allow the text to be truncated in a different place depending on how much space is available, which could change depending on whether they're on mobile or desktop, whether the user has changed their browser font size, etc.. If you do it in JS or SQL, you're going to have to guess exactly how much space will be available for that user, you're likely to guess wrong.
