What is the difference? Techniques is part of the web-dev track, but Basics is newer.
Which one should I do?

20,305 PointsComplete the courses in the track. They are laid out in a way that helps with your understanding, in the process that you complete them . I recommend doing BOTH, as the more you learn will add to further mastery of the subject, but following the courses in the order of the track is a moderated way of learning.

Treehouse Moderator 91,254 PointsI can highly recommend CSS Layout Basics but it can never hurt to do both :) "Basics" may well be added to the Web Design track at a later date but now as Garrett says, follow the currently assigned path unless you get a chance to preview a new track. :)
