CSS not linked, cant turn h1 blue?

Can't seem to figure out what when wrong

Resume.css: h1 { color: solid blue; }

Everything looks fine. can you remove solid in your css file and see if that will solve it?

I ended up deleting the "Resume.css" tab and started a new one. For some reason that worked, thank you for your help though!
