CSS value

I have question for css, so when do we have to use %,em, or px in our css value ? I mean how do we choose between those 3 units to our value ? for instance is em only for text ? or maybe % is only size of an image.. How do we decided to pick ?

em is for text only from my experience of learning on here. The % is for the ease of desktop to mobile to desktop. So basically, the website is durable in all sizes and can be viewed on any media from desktop to smartphones.
