I previewed the website on Workspace and everything works fine, but when I downloaded Workspace to my personal computer and tried to open the index file, i seems like the code in CSS aren't being applied. Pictures didn't showed up, no color or any styling.

Many editors are not able to render pages the way a browser might at all.
If the editor is designed to simulate browser functionality, it will likely have some option for you to tell it which CSS file(s) to use when rendering the page. Refer to the instructions for your editor.
