well and truly, this will redirect to catalog.php, given your code, had the $item is not set

<?php
include("inc/data.php");
include("inc/functions.php");

if (isset($_GET["id"])) {
  $id = $_Get["id"];
  if (isset($catalog[$id])); {
      $item = $catalog[$id];
  }
}

//use a var_dump here to see what is actually the $item is returning
//if it is not returning anything, as per to your code it will have to go to catalog.php

var_dump($item)

if (!isset($item)) {
    header("location:catalog.php");
    exit;
}
