Do videos and iframes need an alt tags for accessibility?

My boss asked me if we need alt tags for videos, in terms of accessibility. This is not something I have ever thought of. It was discussed about having a transcript below the video, which makes sense...but alt tags?

Could you answer for:

1 - videos 2 - iframes

I've never experience alt attributes on iframes and video tags in the wild. In fact, I don't think iframes actually support alt attributes. An iframe is essentially a window to another website and can't do much to an iframe other than edit the height and width of the "window"
