Xcode is only available on OS X, so unfortunately you cant install it on your iPad. You need a computer running OS X. The computer does not have to be a Mac per se (buying a mac is a great option, but its certainly not a very affordable one). Note that it is against Apples TOS to run OS X on non apple hardware, but it is possible through a VM, hackintosh etc.

I've attempted building an hackintosh this year and they can be a pain to get working as the most common problem you can have is with your graphics card causing kernel panics, this was just a test project as I already own a 2011 MacBook Pro so it really didn't benefit me apart from having a greater amount of power hardware wise.

In the end I put Windows back in and continued on my way.

if you are using Windows you could install Mac OSX on a virtual machine , you should check youtube.com for how to install it then you will be alright.OR you should get the mini desktop mac for cheaper

Yeah you can find a refurbed mac mini for less than $500. Probably the best route.
