Does anyone know how Periscope or Meerkat is built with?

I'm very interested in building these kind of live streaming app like Periscope and Meerkat, however sadly, I wasn't able to find any tutorial regarding building any similar apps.

Was wondering if anyone knows how these two apps are built with exactly? Is it achievable with something like Parse? Thanks in advance!
