Can a web designer purchase a domain name and host every time he/she design a website for different companies or individuals.

Yes, you can use subdomain for different designs of sites for clients.

In fact, with service like Heroku, you don't even need to get a domain, just code up the site, deploy to Heroku and show it to your client. Free.
