Downloaded project files, CSS won't show/update

I am following along the "Build a simple Ruby on Rails Application" and somewhere I made a mistake, but can't find what went wrong, so I have downloaded the project files to start fresh at that stage in the tutorial.

However, the CSS doesn't seem to apply to the page. It doesn't seem to have compiled any styles into the application.css

What have I missed?
