Dynamic Selector Definition?

Im wondering if the term 'dynamic selector', which is used in the definition for Pseudo-Class, was defined either in a previous video, or in this video. A definition, or specific video/minute mark would be great!

The easiest way to find a particular word in a video is to click on the "Video Transcript" link and search for that word. There is a time marker next to each line of text.

For this video, the word "dynamic" does not appear at all. The word "pseudo" appears the the 9:50 mark, but there is not really a definition of what it actually means.
