what type of editor i can use, to customized cascading style sheet (css)

You just need a basic text editor. Notepad++ is free and works pretty well for me.

There are others you can pay for like Sublime2 that have a bit more to them but it's just personal preference really.

Notepad++ has an extension system like, Sublime Text and they have roughly equivalent features.
