English and Chinese Versions of a Webpage

What is the best and clean way to create a website with 2 language versions? i.e. English and Traditional Chinese?

You could have a folder for each language. So English visitors would see domain.com whereas Chinese would see domain.com/zh/

You would put the English version on the root of the FTP and the Chinese version in the /zh folder on FTP. You could do server side detection and server a different domain altogether (such as chinese.domain.com) but that's too much for this post.

You could also use Google Website Translate which is probably the easiest way to do it.
