Error in installing rails

This error shows up in command prompt when installing rails on windows. gem install rails ( other this have successfully installed).

ERROR: Error installing rails: ERROR: Failed to build gem native extension.

did you use the keyword 'sudo' ?

i.e. sudo gem install ... ...

???
