Sorry, but you put the loop in the wrong method:

  public void charge() {
    while (!isFullyCharged()) {
      mBarsCount++;
    }
  }


  public boolean isFullyCharged() {
    return mBarsCount == MAX_ENERGY_BARS;
  }

The idea is that you keep incrementing mBarsCount in the loop until isFullyCharges is true.
