failure: gem install handler ERROR: Could not find a valid gem 'handler' (>= 0)

Why did I get the following error? C:\Users\Me> gem install handler ERROR: Could not find a valid gem 'handler' (>= 0), here is why: Unable to download data from https://rubygems.org/ - SSL_connect returned=1 errno=0 state= SSLv3 read server certificate B: certificate verify failed (https://api.rubygems.org/latest_specs.4. 8.gz)

My PC is WIndows 8.1 ruby. Installed ruby: 2.1.5p273 (2014-11-13 revision 48405) [i386-mingw32]. How to fix this?

Looks like a known problem of SSL for x64 Ruby on Windows 8.1. See "SSL upgrades on rubygems.org and Ruby Installer versions" https://gist.github.com/luislavena/f064211759ee0f806c88 for a workaround described as: "Manual solution to SSL issue"
