Let's say I want to copy the design of a nav bar from Pinterest but change the colors of it. Does it fall under fair use?

The world would be a terrible place if we had to make sure our designs don't look and act like those of other websites. I would say if you remove the logo of Pinterest it should be more than enough to fall under fair use.

Having said this my advice is to code it from scratch. You don't want to blatantly copy paste stuff from others, you should be able to create these things by yourself.
