Favicon Notification/Colour Change

I was taken away from treehouse.com momentarily... When I went to return to the site, I looked at my bookmark and the favicon had a small "1" encapsulated in red. I was wondering if this will work for an HTML site, or if this is just a function of the web app or some other reason...(such as PHP code?) My thought on this is, that with my favicon, I would like to have the colour of the favicon change periodically as visitors come to my site. If this is possible, some direction as to how to achieve this would be appreciated.

I had found a liking to a interactive favicon. I once had found a script in which could do just that with Javascript. It was called Favico.js
