I've been working on this app for the New York City subway since I started learning iOS in early April.
I've done all of the design and development work.
I'm also curious about strategies other people have used for launching an iPhone app that is only useful to a local area.

My quick advice (in response to your curiosity) is to do some marketing in your area. Also, advertising your app on any Facebook or Twitter page that may relate to your app (MTA?) and tell them that it's free. They may just "retweet" it or make a post about your app and it could really take off from there.
I only have one other comment on the application itself, and it's the screen with the list where you pick a station from. The transition of colors is a little too much for me. The list you introduce introduces a new color that's not anywhere else in the application. Maybe try inverting that color scheme? Hope that makes sense. Keep coding!

I'm still thinking about how the station picking should work. It becomes especially problematic once I introduce the other train lines. So that screen is likely temporary while I validate the idea.
My next focus is iOS 7. There doesn't seem to be a good reason to continue developing for iOS 6.
