File was loaded in wrong coding - Pycharm

While doing Databases in Python I was trying to follow the videos in Pycharm since using workspaces will not be an option in RL. But after accessing .db format file I get this.

File was loaded in wrong coding.

While having students.db file.

Any ideas what is happening?
