Fixed Scroll Bar

Hello Everyone,

Does anyone know how the designers/developers the scroll effect on this site:

https://badassfilms.tv/

The scroll rate appears to be increased; the scrollbar is fixed to the center of the page and aligned to the typeface while scrolls to each section.

It's an interesting effect. Are they doing this with CSS? Javascript? Some of my research revealed snap points- I couldn't find any about fixed scroll bars...

Any input on how to achieve this would be wonderful? Just trying to fill my brain and challenge myself.
