Fluent Objective c?

I know that it gives you points for each language you learn but how many "points" do you need to become fluent objective c

that really depends on the person. There is not really a way of knowing how many it will take. it may take you 4000 points before you know it well enough to be fluent. After doing the first 3 or so iOS courses you should know it pretty well though
