Getting Android Phone For Testing Apps

Is it possible to get a cheap phone with no capabilities like WIFI and load an Android app that I make onto it for testing?. Any suggestions would be awesome!

I got my first phone with a cracked screen off eBay. It wasn't great, but it was just fine for testing when I was getting started. It's hard to find a good cheap phone brand new.

However, before you do that, check out Genymotion and see if it suits your needs. I recorded a workshop about it and it's available as a stage. It's free and easy to use and works so much better than the default emulator.
