Having Payment issues as my billing wont go through. Why?

I'm trying to subscribe and get membership with teamtreehouse, this is my second month but for some reason it won't bill me and gives this message!!

"Bummer! We were unable to authorize payment on your card."

I got in touch with my bank and they said all is fine with my visa debit card.

You need to contact support about account/billing issues.
