Having trouble deciding what language to build my project in

I can't decide between Rails, Python, PHP, or NodeJS to build a website. How do you decide which language to use? Also, can anyone help break down MongoDB vs PostgreSQL or MySQL or NoSQL?

I am currently fluent in Ruby + Rails and Javascript + React.

If you're building a website, simple is always best. If you can get away with just HTML and CSS, then work with that (I've not gone as far as using Rails or Python for a site, so don't know how they'd work in that regard).
If you can do something simple in regards to your project, then if you've got the time, try doing it with separate projects using the languages you've mentioned above. See what worked best for you, and then continue forward with that project and language.
