Not sure how to solve this issue, but I would suggest using Genymotion. checkout the andoird tools in the library its much better than the stock emulator.

Go to: 'Tools > Android > AVD Manager' and check that the RAM size you set is equal or lower to what the HAXM installer suggested...

Try reinstalling the Intel HAXM driver. There is an option to increase the RAM, which should fix this error.
