Help Installing Ruby Development Environment

Went through the steps and I can not access the local host interface only was able to run the "rails new testapp" got "DL is deprecated, please use fiddle" along with everything else

Installed the bundle gem and sqlite3 gem but when i try to install the rails gem it only installs one gem The video show that 27 gems were installed for Jason

Wondering if this is an issue
