Help with unwanted scroll bar!!!

At about 1680px and under window size width my footer moves down and the page creates a vertical scroll bar when there is no need for one. can someone look at my code and help me with a solution.

What's your menu doing? Move it up a bit.

I didn't design the website. I'm only doing the coding for it

I'd check with the designer on the interaction design of the menu, because has it's currently implemented, it's broken.

Broken? In what way? He doesn't want to change the layout and the client likes it.
