How can answer it?

I know about <h1> </h1> but I can't passed the first one. how answer it.

It's asking you to write an opening and closing h1 tag, so:

  1. Write an opening h1 tag <h1>
  2. Follow it with a closing h1 tag </h1>

Since it's instructing not to put anything within them, it should look like this: 

<h1></h1>
