How can I download an Excel file from a website daily, and store it contents in a database?

I am starting from scratch so nothing is off limits. The only constraint is that I would like to use Rails (to get some project experience under my belt).

The eventual task is to read from the database and publish results via a newsletter (the historical data themselves are useful, too).

Full automation is the goal!
