how can i make Cartoon looking portraits

Hey, i have seen some people having a cartoon figure, that looks like themself, and i think those are pretty cool, and i want one to my about page on my website,

and now to the question hehe, where can i make these cartoon figures? photoshop or any website?

I would maybe try Googling self portrait illustration. Also, be sure to check out the Treehouse library on Illustrator and design.
