I'm sure folk can disagree, but here's what he said starting at 4:48 of the video:

Now, one last thing about keywords.
While you might have a big list of keywords that are relevant to your site,
understand that the entire list should not apply to every single page on your site.
Each page should have its own focus.
You don't wanna try to optimize every page for every keyword.

So you shouldn't be too surprised when the answer to the Quiz question is False.
