How come my controller specific scss is not being included when I view the page?

I am using rails 4.1.2 and when I inspect the application.css asset in chrome I can see that scaffolds.css has been included into the application css but I cannot find the controller specific scss anywhere. Thoughts?

I have found that it has to do something with guard (rspec or livereload) because I tried generating a new rails server and copied over my app and spec folders and everything worked fine.
