If you want to add a border to this element you can use the following code :

.social-links {
  padding: 15px;
  margin: 10px;
border: 1px solid red;
}

You are close but the padding and the margin properties need to be first like this :

.social-links {
  padding: 15px;
  margin: 10px
}
