How do I fix "The uploaded file exceeds the upload_max_filesize directive in php.ini" running on xampp?

Have install xampp for wp local dev. When I tried to install a theme I received the error "The uploaded file exceeds the upload_max_filesize directive in php.ini." How do I fix this? I edited the file sizes in the .php.ini-development and production to 100M but I still get the error.
